This is Portland’s first public rose garden and is a classic French sunken garden centered around a fountain. Its 5,000 roses are formally enclosed in rows of boxwood.! The Garden is home to Portland’s official rose, Madame Caroline Testout, which was planted by the thousands along city streets in the early 1900s, ensuring Portland could rightfully claim to be the City of Roses.
